Job Description and Duties

The incumbent works under the general direction of the C.E.A., Program Manager, of the California Tobacco Prevention Program (CTPP). The Health Program Manager III (HPM III) will serve as the Assistant Program Manager and will provide a high level of assistance and expertise to CTPP’s C.E.A., Program Manager in reaching organizational goals. The HPM III supervises CTPP’s Advocacy Campaigns and Training Section, Health Equity and Community Engagement Section, Contracts and Business Operations Section, and Knowledge Management Unit. The HPM III will also provide consultation in relevant meetings with local, state, and federal agencies and community-based organizations, requiring a high level of independence that includes traveling within the State of California as well as to other states in the country (10%), including occasional overnight stays.

Working Conditions

Telework Information     

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The headquarters office location for this position is identified in the attached duty statement.

  • Ability to interact effectively and achieve results with internal staff and external partners including Legislative and Governmental Affairs, Human Resources Division, Budgets, Accounting, and Federal, State and Local Agencies.

  • Ability to manage and set priorities for the operations of a comprehensive statewide public health program, including formulating, implementing, and evaluating program policies and procedures of a large program.

  • Ability and experience in developing stakeholder relations and increasing public knowledge and information access relating to public health programs and priorities.

  • Knowledge and experience in transformational leadership.

Supplemental Questionnaire (SQ)

The Supplemental Questionnaire (SQ) will be used to pre-screen applicants for the California Tobacco Prevention Program’s vacant HPM III position. The SQ must be no longer than three (3) pages in length, using 12-pt. Arial Font. Applications submitted without the SQ will not be considered for an interview.

1. Provide examples in narrative form of your experience directing the work of a multidisciplinary professional and administrative staff, including experience in managing and supervising administrative operations related to bill analyses and legislative proposals; Budget Change Proposals; financial projections and expenditures; federal grants management; development of Requests for Proposals and Requests for Applications; contract and grants management; and staff recruitment, succession planning, and discipline.

2. Provide examples in narrative form of your experience developing and maintaining effective partnerships with community-based organizations, local, state, and federal agencies, and stakeholder organizations or individuals.

3. Describe in detail your experience leading a quality improvement project.
